报告题目:清洁能源技术的采用及其公平性影响

报告摘要:

许多地区都在鼓励家庭采用有助于减少温室气体排放和能源消耗的技术,但目前我们对这些技术对未使用者的影响仍知之甚少。我们通过理论分析发现,那些会改变整体电力需求的环保技术——比如屋顶太阳能系统或电动汽车——在短期内可能导致平均电价上升或下降,这取决于电力生产过程中可变成本曲线的变化速度。

本文结合美国居民用电价格与消费数据,以及电力生产的模拟模型,我们发现:如果一种技术能减少用电需求,反而可能推高电价,对未使用这些技术的家庭造成负担;相反,那些会增加用电需求的技术可能压低电价,让未采用者受益。

进一步结合家庭调查数据,我们注意到,安装太阳能系统对低收入且未安装的家庭影响尤其不利;而电动汽车的推广则更有利于这些低收入未采用家庭。从结果看,电动车带来的这些“间接好处”,在一定程度上弥补了补贴政策本身对高收入群体更为有利的倾向。

报告人简介:

Yueming (Lucy) Qiu is a professor and associate dean for research and faculty affairs in the School of Public Policy at the University of Maryland College Park. Her research group focuses on using big data with quasi-experimental and experimental methods to answer empirical questions related to the interactions among consumer behaviors, low-carbon technologies and incentives. Her research projects have been funded by the National Science Foundation, the Sloan Foundation, Department of Defense, Electric Power Research Institute and Water Research Foundation. 

Qiu received her Ph.D. from Stanford University and B.S. from Tsinghua University. She has published in journals including The Review of Economics and Statistics, Journal of Environmental Economics and Management, Nature Energy, Nature Sustainability, Joule and Nature Communications. She is a recipient of the NSF CAREER award and the APPAM World Citizen Prizes in Environmental Performance. She served as the vice president of academic affairs of the United States Association for Energy Economics (USAEE) and co-chair of the Association for Public Policy Analysis and Management (APPAM)'s Natural Resource, Energy, and Environmental Policy area.
